Gay Indian Phil was not womanly. He was obviously gay, but demanded that people respect his masculinity. Funny thing is, Gay Indian Phil would have been more disgusted with this thing than we are. This "shim" does remind me a lot of another Chiggity Chaggity employee named "Trampas Begay". Real name. Real weirdo.
